You activate this liner with water, which is why it behaves differently from a pencil or a gel pot. A few drops and a damp brush turn the pigment into a full-colour line that Glisten Cosmetics says won't crack or fade. The same pot does a fine graphic line or a softer wash.
It is also the cheap way to experiment. Layer two shades for an ombré, or mix them to make a new colour. Nobody needs to buy a whole palette to find out what works.
